Off-topic / How does super speed work?

So i've been a big fan of the Flash and Superman for a while and have been wondering how does super speed actually work? I have come to two possible outcomes, 1. they actually move that fast in real time, this would also mean that their reaction time must be immensely fast too, because if they are travelling at the speed of light in real time, they would need good reaction to be able to not run into buildings, cars etc... 2. their surrounding slows down and they still move fast, but not that fast So what do you think? Is it number 1 or 2?

Both of those outcomes are pretty much the same since the only thing you're changing is perspective.
