    Yes. Unwind it. Straighten. Take a bottle. Wind wire loosely around making sure the loops don't overlap. Take it out in the circular form upto the length you desire. Place that on the desk and use the appliance ;) I use my mouse like this. And controllers too.

    It happens often when you move your electrical devices in ways that twist them a lot. Cable management can help reduce it.
