Pen Modifications / What is this?

Hey everyone! I just got a new Waterfall Mod! But this weird black and white pen type thingy came with it. It can write and everything, but has a cap on both sides... so I'm a little confused as to whether it is meant to write or spin. Also, what is the little white piece at the top of the pics? It is extremely light, lighter then my Bictory. I attached a few Pics Below: Thanks, -Nicho

It looks like a double capped Commsa. They white thing is a backplug that was in the commsa, and can be used in the waterfall to make it more stable.

excuse me @Zephyr, as some people said, its a double capped mod called a comssa mod. its a dong a pen with 2 caps on each end.
