Elite doesnt necessarilly mean best. Sure the elite airforce is the best airforce, but like the profile elite, it is just a fancy version of the elite. Elite can also mean like higher class, like the elite people in society are the really rich ones. So it doesnt neccesarily mean best

An elite pen spinning team would be able to compete in WC and expect to win matches. It would be composed of high ranking spinners who have received considerable attention on other boards.

this team is just like any other team. The elite is just a word that we put in the team.
