Invent a device that allows you to punch somebody in his face over the internet. That will be effective. It's irrelevant whether your proposed solution is text, audio, video or whatever else, if somebody doesn't care, he will find a way to skip it.

Then the problem is, that there are only a few questions with precise answers that could automatically be verified. And manual verification will never happen to this board. For the same reason why it's sufficient for now to warn the offenders or ban them. A stickied note however will have a much higher chance of approval by the forum staff. Regardless of its real efficiency.
